Portrait of \'Hell\'s Market\'

Each night hundreds of buyers, sellers and porters assemble at a market in Phu Ly City, in the northern province of Ha Nam, to do undesirable work for small wages. Agricultural goods The market, colloquially named "Am Phu", or "Hell's Market, which opens around midnight and closes at 5am, is one of the large wholesale markets providing and transporting agricultural goods from farmers to the retail sector. While most of the population is asleep, traders are just beginning their days trying to sell their goods at the market. They come from almost all neighbouring districts and other localities such as Hanoi, Nam Dinh, Ninh Binh and Thai Binh. Mrs Thu, a long-tme trader at the market, said, "This is the wholesale market so the early bird gets the worm here. We have to get here early because, during the daytime, we are working in the fields". Since traders and buyers usually know each other, deals are often done quickly and without bargains. Around 1:30am is the time when "Am Phu" Market is the most active. Tran Van Khang, who has been a trader at the market forr nearly five years, said that he is there daily, except for the Tet holiday or when the weather forbids it. Despite its reputation, the market also attracts porters who are desperate to earn money, transporting goods for as little as VND70-100,000 (USD3.33-4.76) per day. However, even that small amount is not guaranteed. Customers may or may not need their services, and many wait around in vain for work. Agencies urged to save catfish growers

A meeting held by the Ministry of Agriculture and Rural Development on Monday initially intended to form a preliminary figure on catfish consumption turned out to be an urgent discussion on what should be done to assist catfish growers and exporters in the Mekong Delta provinces. Growers sell catfish in Can Tho Catfish prices have recently dropped to only VND18,000 (USD0.86) a kilogram from its VND25,000 (USD12) peak, creating huge losses for farmers, while fish processors and exporters have also failed to buy any product due to a capital shortage. Duong Thanh Thai, who grows catfish in Dong Thap Province's Thanh Binh District, said the cost price for a kilogram of catfish is currently VND25,000, which means he incurs a VND7,000 (USD0.4) loss on every kilogram of fish he raises. "Feed prices have soared by 40 percent against the same period last year, but I still have to feed the fish every day," he said. "The longer I grow the fish, the bigger the losses I suffer." Meanwhile Tran Van Hung, a catfish tycoon, said businesses have to sell their products at a loss to ease the capital shortage while banks have tightened credit. "Importers know of our hardship so they have repeatedly lowered buying prices," said Hung, who is the chairman of the Hung Ca Co Ltd. "Moreover, at the ongoing Viet Fish seafood exhibition, some firms are offering to export catfish fillet at only USD2.2 a kg, sending prices slumping further." Hung said accessing bank loans is now impossible, as the institutions always ask for collateral. "But this is infeasible as we need to invest VND6-8 billion (USD289,000-383,000) on every hectare of catfish farm," he said. Duong Ngoc Minh, deputy chairman of the Vietnam Association of Seafood Exporters and Processors (VASEP), said the unhealthy competition between some local catfish exporters has exacerbated the situation. "The mess should be cleaned up as soon as possible, otherwise both growers and exporters will fail to survive the problem," he shared. There are some 3,900 hectares of catfish farms in the Mekong Delta provinces, around 1,300 hectares of which will reach harvest time between June and August, with a total production of 400,000 tonnes of fish. Another yield of 700,000 tonnes will also be taken by year-end. Money first The Minister of Agriculture and Rural Development said prices have fallen sharply due to the imbalance between supply and demand. "Supply has outgrown demand while global catfish prices have also slumped, resulting in the domestic price plunges," he said. He urged relevant agencies to quickly assist farmers and businesses. "At first we should ensure that firms have money to buy fish for export," he said, adding that the State Bank of Vietnam has recently ordered banks to extend debts for catfish businesses and creat conditions for them to access loans. The Ministry of Finance has also sought permission from the government for an assistance package worth VND9 trillion (USD430 million) for the catfish sector, he added. The minister also reminded banks to closely monitor their loans to ensure that businesses will not use the money for purposes other than buying catfish. Gas prices continue to fall

Gas prices in Vietnam are expected to drop further due to lower prices in the world market. Representatives from gas wholesalers said that the global market has been seeing a continuing decline in gas prices. Last weekend, contract prices decreased by an average of USD130 per tonne, compared to USD722.5 per tonne at the beginning of the month. If the decline continues through the end of June, gas retail prices will be reduced by VND38,000 (USD1.8), to around VND310,000 (USD14.76) per 12-kg canister. These representatives added that they received a report from the Dung Quat Oil Refinery, saying that they will resume operations on June 7. In early June the refinery halted its operations for maintenance, but contracts for the fuel were complemented by imports. Lower gas prices have boosted demand, to the benefit of traders. Low prices force farmers to sell paddy to duck breeders

Some farmers in the Mekong Delta region have been forced to sell their farms to duck breeders as a result of falling prices. Farmers in Mekong Delta worry about their livelihood Farmers in Vinh Long Province have harvested 26,000ha of summer-autumn paddy, but they are worried about low prices and the difficulty of selling their crops. The price for one kilogramme of IR 50404 has dropped to just VND3,700 – 3,800 (USD0.17). Meanwhile, traders are not interested in buying because of low demand. In some cases, traders are even willing to take the loss of their deposits to farmers, VND1-2 million (USD47.6-95.2), if farmers are unwilling to store the rice until prices rise. Tran Van Chinh in Vi Trung Commune, Vi Thuy District, Hau Giang Province sold 1,500 square metres to duck breeders for VND3.75 million (USD178.57). In addition, due to uncommonly wet weather this year, many farmers operating costs went up because they had to lease farming equipment. According to some farmers in Vinh Long and Hau Giang provinces, at the beginning of the season, fees harvest machines cost just VND260,000 (USD1.23) per day to rent, but now have increased to VND300,000 (USD14.2). The fees are even higher for fields affected by bad weather. In many localities productivity has been quite low. In Vinh Long, a total area of 26,000 hectares yielded just 6.7 tonnes per hectare. Several districts in Tien Giang and Hau Giang have seen even lower rates of just 5.8 or 5.3 tonnes per hectare. Farmers in Soc Trang Province complain that, not only are harvesting costs higher, but fertiliser has gone up too, increasing to VND560,000-580,000 per bag compared to just VND480,000-490,000 at the beginning of the winter-spring crop. Hanoi punishes officials for construction management violations

Hanoi district authorities criticised and punished around 20 officials for violations related to construction management in 2011, said the municipal People's Committee. A violation case on Ba Trieu Street According to the committee, they were mainly secretaries, chairmen and construction inspectors of wards and communes. Hanoi authorities also tore down 601 construction works and asked investors to destroy 294 other works due to their violations of building codes. Municipal authorities struggle with HCM City traffic

In the latest report from the Traffic Safety Committee in HCM City, until this June, the metropolis has had 5.7 million vehicles, with 508,000 cars and 5.2 motorbikes. HCM City traffic causes administrative problems In HCM City private vehicles have surpassed all forms of public transportation for ten years, and the trend is continuing. During the first half of the year, aside from efforts to educate the public on traffic safety laws, the administration has also added stricter penalties on violations, collecting a total of about VND151 billion (USD7,217,973). In addition, the city has mobilised volunteers, including young people, precinct police and night watchmen to enforce traffic regulations. The same report, however, added that, up until May 25, there were only two traffic jams which lasted more than a half hour in the city. This would represet a 91% reduction of traffic jams from the same period of the year before. Another report, from the Traffic Safety Committee of HCM City, concluded that the reduction in percentage was a mere 80%. An official of the committee also said that illegal racing has not been a problem recently, although during holidays there have been large groups of motorbike racers on the streets of HCM City. Traffic police have manned positions on a nightly basis with maximum capacity to deal with this problem, he said, adding that the number of violators caught has gone up dramatically, with about 8,000 tickets being handed out and 4,000 motorbikes having been impounded. Inflation tamed, but economic growth falters

The CPI this June was the lowest it has been for the last 38 months, with only a 6.9% increase from the same period last year. Government stimulus package to give relief to struggling businesses Inflation was kept low even after the deposit interest ceiling was reduced to 9% per year, and was 0.26% less than the levels of May, the first decrease in 38 months. The CPI rose by only 2.52% from December last year causing optimism about meeting the national target of 7-8% inflation. According to a forecast of economists in Vietnam Centre for Economic and Policy Research (VEPR) under the Hanoi's Vietnam National University, this year inflation will remain around 6.2%. Domestic CPI has risen by 12.2% in this first six months compared to the same period last year. According to data from statistical offices decreases in inflation were reported in the country's two major cities, 0.17% for Hanoi, the largest fall in 10 years, and 0.43% in HCM City, the biggest decrease in 23 months. Nationwide, the price of food products was down by 0.23-0.78%, while prices in the food service industry increased by 0.6%. The Ministries of Industry and Trade and Finance reduced the price of petroleum, helping to reduce transport fees by 1.64%. Prices of housing and construction materials were down by 1.21%, telecommunication by 0.02% and entertainment and tourism by 0.27%. However, prices of beverages and cigarettes rose 0.33%, clothing by 0.62%, household appliances by 0.46%, education by 0.1% while the price of USD was by 0.2%. Around 70% of enterprises incurred losses in the first quarter and 22,000 enterprises stopped operations or went bankrupt and the GDP in the second quarter rose by only 4.5%. Some measures have been taken by management agencies to assist with the growth problem, including salary increases, interest rate reductions and setting a credit growth target of 2% each month. The Vice PM, Nguyen Xuan Phuc, said that, until the end of this year, The Government create a stimulus package that will pump VND21 billion (USD1,002,865) a month in to the economy, adding that inflation is not expected to become a problem again in coming years. After a recent NA session, some major measures were passed to support enterprises and people, including reducing taxes on businesses by 30% in 2012 and adding personal income tax exemptions for individuals in the lowest brackets from July 1 to December 31. Hanoi suffers qualified housemaid shortage

A number of companies are dashing to recruit and provide training courses for home helpers to serve increasing demand by high-income families or foreigners. Nguyen Thuy Nga, Director of a company in Tay Ho District, Hanoi that specialises in training domestic helpers for foreigners, said, "We always face difficulties in selecting people, particularly those with foreign languages and the necessary work experience. Plus they've got to have good health and personality." Domestic helpers need training Trained housemaids can receive a salary of VND5-6 million (USD238-285.7) per month, depending their working time, compared to just VND1.8-2.5 million (USD85.7-USD119) for those lacking training. Phan Thanh Huong, 38, from Long Bien District, who was trained at a centre specialising in providing housemaids for foreigners, said, "I'm now working for a New Zealand family at Golden West Lake apartment block with a stable monthly salary of VND4 million. They're very kind and respect me." Most of people who come to cities to work as housemaids come from rural areas and they are unaware of these training centres, but families are requiring higher skilled home helpers as they want to employ not only those who are honest and diligent, but can also cook, use domestic household appliances and even understand psychology of children and the elderly. Mrs. Hoang Xuan, Director of an event organising company in Hai Ba Trung District, said, her family had changed 20 housemaids, a not uncommon situation. Mrs. Thu Ha, who works at a centre providing domestic helpers, said, it was quite difficult for families to find a satisfactory housemaid. Families have their own requirements, while housemaids also target high salaries and families with good working conditions and possibly lodgings. Some families have changed housemaids 10 times to have a satisfactory housemaid. Vocation not temporary work The majority of housemaid training centres only introduce jobs to their learners, helping them to discuss salary with the families, but do not manage them. They have their contributors in localities to help introduce people for them. For reliable centres the quality of housemaid depends on the contributors' prestige. Do Tran Tuan, Director of a vocational training centre in Hoan Kiem District, said, "Just 60% of rural labourers coming to Hanoi to work as housemaids can retain the job for long time, while the rest quit the work due to missing their family or being ill-treated by the host. Families and housemaids rarely sign contracts; therefore, housemaids can stop working unilaterally when they feel unsatisfied with their employer. The situation that many families have to find housemaids is evidence of poor relations between the employee and the employer. According to the Labour Policy under the Hanoi Department of Labour, Invalids and Social Affairs, a dozen of job introduction centres operate in the city, but the department can only supervise their operation through their annual reports. Lawyer Nguyen Tien Hoa from Hanoi Bar Association, said there was no professional skills requirement for domestic helpers; therefore, no legal regulations on the vocation had been issued. Housing adverts plaster capital

Some companies even spray painted their ads. Cuong, living in Hanoi's Thanh Xuan Bac Ward had just repainted his house's surrounding walls to prepare for his son's wedding, but the following day, he was shocked to see it covered in advertising. Quang, director of a real estate agency, admitted that housing adverts on streets has diminished house trading. But with only VND5 million (USD238.7), he could print huge amounts of leaflets and hire people go around Hanoi to stick them on walls. Advertising in newspapers would cost him VND20 million (USD955.1) per page per periodical. Advertising with an online newspapers would cost VND3-5 million (USD143.2-238.7) per time. Advertising on TV costs billions of VND. Due to the downturn in the economy and slumps in the sector, real estate agencies have to find the most economical ad methods. In Quang's opinion, mini apartments and cheap private houses worth around VND1 billion (USD47,755) is ideal for this method. Kindergarten graduation certificate rumour panics HCMC parents

Parents in HCMC are desperately trying to get a 'kindergarten graduate certificate' as rumours circulate that their children will not be allowed to enter first grade at infant without it. 80 children enrolled in Phong Lan school's summer course Minh, a parent in Binh Hung Hoa A Ward said, "I asked the headmaster at our local school and they said a certificate was required. Now we have to register our child at a public school in two months with a tuition fee of VND1.8 million (USD86)." In Go Vap District, the story is even stranger. A parent said, "My family is poor so we don't want to enrol our child at a kindergarten. But our ward officers said that we needed the receipt to prove that our child had gone to kindergarten, even for just a month is good enough. So we spent VND900,000 (USD43) for one month at a private school. If it's not enough, we just have to wait to enrol next year." In early June, parents in Tan Binh District's Ward 4 were also worried when the officers said only kids who went to kindergarten for at least two months could enrol into the local primary school. But both of the local kindergarten and primary school denied the information. Phong Lan Kindergarten in Binh Tan District is the only school which can provide the certificate, and it is receiving a large number of children. "Most of parents worry that their kids won't be accepted if they don't have the certificate." a teacher at Phong Lan School said. "Parents should ask the primary school officer to make sure such a certificate is necessary." Some rumours said that although private kindergartens can't provide the certificate, they could be bought at VND2-3 million (USD96-143). HCMC is one of ten cities implementing a project to universalise kindergarten education by the end of 2012. The false rumour was believed to have started because of various programmes such as the "Intensive kindergarten class" programme that was being implemented. This included local officials doing door to door visits to introduce kindergarten schools. An officer in Go Vap Ward complained, "The children are losing the chance to play and prepare for their first grade at infant school. Parents are forcing kids to do maths and read and write but aren't letting them enrol at kindergarten. We have no other way other than resorting to threats." The local Department of Education and Training confirmed that a certificate is not required. Four-star Germans blast Greeks to reach Euro semis

Germany booked their place in the last four of Euro 2012 as Joachim Loew's side hammered Greece 4-2 on Friday after dominating their quarter-final. World\'s top banks hit with Moody\'s downgrade

The health of 15 of the world's largest financial institutions was called into serious question, as Moody's downgraded their credit ratings, citing exposure risk and Europe's economic woes.Some of the biggest names in banking -- including Goldman Sachs, Barclays, Citigroup, HSBC and Deutsche Bank -- saw their ratings slashed Thursday, spelling increased investor scrutiny and potentially higher borrowing costs. Moody's said, in essence, that the banks risked massive losses and that they were exposed to the roiling financial crisis and to each other. "All of the banks affected by today's actions have significant exposure to the volatility and risk of outsized losses inherent to capital markets activities," said Greg Bauer, Moody's global banking managing. In total four firms were downgraded by one notch, 10 firms by two notches and one by three notches. Holding companies of a number of the same banks were also downgraded. Credit Suisse faced the largest downgrade, with its rating slashed three levels from Aa1 to A1. Under-pressure US banking giant Morgan Stanley was seen as winning a partial victory by only receiving a two-notch downgrade. Morgan Stanley welcomed the partial reprieve, but nevertheless questioned the Moody's decision. "While Moody's revised ratings are better than its initial guidance of up to three notches, we believe the ratings still do not fully reflect the key strategic actions we have taken in recent years," it said in a statement. Royal Bank of Scotland, which was also downgraded, called the ratings change "backward-looking," saying it did not recognize the "substantial improvements the group has made to its balance sheet, funding and risk profile." Citigroup was similarly unimpressed with the Moody's verdict. "Citi strongly disagrees with Moody's analysis of the banking industry and firmly believes its downgrade of Citi is arbitrary and completely unwarranted." In a jab Citi added that "sophisticated" investors no longer depend heavily on ratings agencies to assess credit risk. Ratings agencies like Moody's were pilloried for failing to predict the cataclysm that engulfed Wall Street and the world beginning in 2008, and Thursday's move was part of a sector-wide effort to tighten up ratings. But even so, the swathe of downgrades amounts to a fresh indictment of the health of the global financial system, which has seen wave after wave of crisis over the last four years. Since the sub-prime crisis banks have seen the value of their assets slump and their access to capital shrink, which has repeatedly forced taxpayers and central banks to step in to provide liquidity. Many governments have been forced to provide bailouts, straining already precarious public finances. On Thursday Spain became the latest to signal a bank bailout. Madrid announced that its crisis-torn banks need up to 62 billion euros ($78 billion) to survive. It is expected to formally ask its eurozone partners for the cash on Friday. The 15 banks downgraded were: Bank of America, Barclays, Citigroup, Credit Suisse, Goldman Sachs, HSBC, JPMorgan Chase, Morgan Stanley, Royal Bank of Scotland, BNP Paribas, Credit Agricole, Deutsche Bank, Royal Bank of Canada, Societe Generale and UBS. Moody's began its review of the banks in February, and the move was widely anticipated, helping to send the Dow Jones Industrial Average sharply lower on Thursday. In a separate announcement, Moody's also downgraded the long-term debt rating of Lloyds TSB by one notch. Vietnam continues with petrol price cuts

The Ministry of Finance has decided to lower petrol prices by VND300-VND700 per litre beginning June 21, the fourth cut so far this year. Retail prices of petrol RON 92 have been cut from VND21,900 to VND21,200 per litre. Petrol prices were cut by VND650-VND800 per litre on June 7. Prices of petrol A92 in Singapore have continued to decline since early April this year. On June 19, FOB prices for petrol A92 in this market dropped to USD98.5 per barrel from USD101.62 on June 18. Despite rising to USD98.8 per litre, the level remained at its lowest level for the past two years. The Ministry of Finance also decided to raise petroleum import taxes. Although the prices are not high, the number of customers has made it profitable. Minh hopes to focus on hair plucking to make up for the decline in demand for other services. Prices depend on the the animal's weight; VND90,000 (USD4.28) for an animal weighing 1-10kg, VND130-150,000 (USD6.17.1) for 10-15kg and VND180,0000-200,000 (USD8.57-9.52) any animal over 15kg. Apple fined $2.29 mln over Australian \'4G\' iPad

Apple was Thursday fined Aus$2.25 million (US$2.29 million) for "deliberately" misleading Australian consumers about the local 4G capability of its next-generation iPad. The judgement ruled that the company engaged in conduct liable to mislead the public and contravened Australian consumer law. "The conduct concerned was deliberate and very serious," Bromberg said. "It exposed a significant proportion of Australian consumers of tablet devices to a misleading representation." Apple offered in March to refund customers who felt they had been duped, and to publish a clarification about the popular tablet's capabilities. The product is now advertised outside North America as "Wi-Fi + Cellular" -- a change that came into effect on May 12 -- with a clear caveat on its Australian site that "it is not compatible with current Australian 4G LTE and WiMax networks." Earlier this month, the company agreed to settle the case with the Australian Competition and Consumer Commission, which initiated the proceedings. But Bromberg had refused to make an official ruling until he had details on how many iPads had been sold and were returned under the refund offer and further information on Apple's financial position. He said Thursday the risk of contravening Australian consumer law would have been "reasonably obvious" to Apple. "In that context, and in the absence of any other explanation, the facts to which I have just referred suggest that Apple's desire for global uniformity was given a greater priority than the need to ensure compliance with the Australian consumer law," he said. "Conduct of that kind is serious and unacceptable." The iPad was the world's best-selling tablet in the first three months of 2012, outgunning its Android-powered rivals, with sales more than doubling from a year earlier to send Apple's profits soaring. Stricter rules for low-income housing

The tighter regulations are aimed to deal with the increasing number of fraud cases in the low-income housing market. Hynix enters SSD business

Hynix, a well-known Taiwanese memory maker, has finally decided to enter the SSD business, which is not a surprising decision given that the company makes own memory chips. So here's the first Hynix SSD drive – the SH910 – which comes in a 2.5-inch form factor and a thin chassis – just 7 mm – all based on the company's own MLC NAND flash memory. Investors flagrantly abuse insider trading loopholes

Lax management of the local securities market is creating opportunities for investors to violate the law. Investors abuse insider trading loopholes On June 7, the HCM City Stock Exchange fined Sai Gon-Asia Financial Investment JSC, Sacombank shareholder Tran Phat Minh and Sai Gon-Exim Company VND60 million (USD2,874) each for buying Sacombank's shares without making a public announcement. These trades made them become Sacombank's biggest shareholders. With investors and other shareholders still in shock because of lax penalties, they received another blow when hearing the news that Sai Gon-Asia Financial Investment JSC, shareholders Tran Phat Minh had sold their stocks without making a mandatory disclosure again on June 12. Sai Gon-Asia Financial Investment JSC sold about 900,000 shares and individual shareholder Tran Phat Minh sold 876,000 shares. With the changes, Minh and Sai Gon-Asia Financial Investment JSC stocks dropped to below 5%, and were no longer Sacombank major shareholders, meaning they can sell their remaining shares without making a public announcement. Answering the criticisms of being slow, the HCMC Stock Exchange said Sacombank's legal representatives had not responded until May 29. However the management agencies took no action during three months of blatant transactions that raised suspicions among the investors. By the end of March, the HCMC Stock Exchange fined the chairman of Hanoi Investment General Corporation, Dinh Hong Long, VND40 million (US1,916) for allegedly selling his shares in secret. In 2011, Long sold nearly 1.4 million shares, sending the price of company shares down from VND20,000 (USD0.96) to VND1,600 (USD0.08). Many companies' shareholders also violated the same laws such as the major shareholder of Khanh Hoi Import-Export JSC who bought 264,940 shares or the head accountant of Hanoi Maritime Holding Company who sold 100,000 shares. Sacombank also recently bought 1,041,500 shares from the SPM Corporation and became its major shareholder. A shareholder of Ba Ria-Vung Tau Urban Development and Construction Corporation sold 120,000 shares before the company's registered information for online transactions was announced. However the fines for these cases are considered too low. Vuong Dinh Hue, Minister of Finance ordered the city's Stock Exchange to provide a report of the problems. He said punishments would also be delivered to state agencies which were slow in dealing with the issues. Investors who have complained of these types of transactions for many years, welcomed the news. They want their rights to be protected in such cases. Currently, the maximum penalties for manipulating stock prices and for internal transaction is VND300 million (USD14,374), while misleading or concealing information is VND500 million (USD23,957). But in reality, the penalties are only counted in the tens of millions of VND which is too small compared to the profits the violators earn. City’s tourism dept says hotels are struggling

The number of inbound tourist arrivals in HCM City picked up slightly in the early months but hotels are struggling with lower occupancy rates, said a report of the HCMC Department of Culture, Sports and Tourism. Tourist accommodation service providers run into more problems than last year due to surging input costs including higher prices of power, water and specialized materials at hotels, coupled with higher salaries and interest rates. Meanwhile, hotels have to keep their room tariffs unchanged or even quote lower prices to lure customers. The HCMC Tourism Association shared the same view on the troubled hotel sector. In addition, the association expressed a not-so-optimistic view on the travel sector. Specifically, the domestic tourism has yet to achieve any significant growth although the tourism stimulus program has been carried out. "This time last year, everyone was proudly talking about their growths, but this year enterprises are bemoaning decline in the number of customers," said Nguyen Thi Khanh, vice chairwoman of the tourism association. Similarly, Nguyen Viet Hung, general director of Fiditourist, said the travel business of his company plunged drastically in the first two months of the year with a sharp drop in the number of customers. The company cannot comment on the summer tourism season yet. "Thanks to Reunification Day on April 30 and International Labor Day on May 1, our company recorded growth in the first half of 2012, but the outlook for the whole year is not so positive. Retailers ignore price listing rule

The pilot system for street trading requiring the use of listed prices on Ba Trieu Street, in Hanoi, seems not to have been effective, as many retailers have ignored the regulation. Not all clothes have a price tags District authorities have informed all local traders about the programme. Since June 15 any stores caught violating the new rules will be subject to administrative sanctions. Still, on the afternoon of June 16, many stores had failed to comply. Large stores in the commercial centre have been quick to list prices of their products, while a number of smaller stores used price tags but did not honour them. Numerous clothes shops on the street did not even bother putting on false price tags. Shop owners claimed that their items were so cheap that they did not require tags, and that it would be too labour intensive to use them. The owner of a coffee shop where drinks were listed but food was not, said "Food prices fluctuate all the time. We'd have a lot of trouble explaining to customers why prices have gone up if we added prices to the food menu." One furniture store on Ba Trieu Street priced their items in chalk. Others hung signs outside with one price for all products. However, once inside, prices varied, and some were not marked at all, leaving customers to bargain. Stores selling expensive items like motorbikes were also in violation of the regulation. A bike shop owner at 190 Ba Trieu Street said, "We are waiting to see how other shops react to this new regulation. However, listing prices isn't an effective way to protect consumers. Prices among shops selling same products can differ anywhere from tens of thousands of VND to several of hundred thousand. If customers don't shop around they will end up paying high prices." A shop owner who sells roasted peanuts also complained about the rule, saying, "Even though we sell the same thing every day, prices differ between wholesale and retail sales. Microsoft unveils \'Surface\' tablet in iPad challenge

MoET focuses on developing private kindergartens

The Ministry of Education and Training issued a circular giving incentives to private kindergartens. According to the circular, the Government will rent premises out to private kindergartens. Along with preferential tax rates and credits, these schools will receive financial assistance to construct or renovate facilities from local authorities. The Government will come up with a budget partially based on teachers' salaries and raises. Teachers will also be given the option of buying social, unemployment and medical insurance, like their counterparts at public schools. Teacher obligations will also be standartised. They will be responsible for designing lesson plans, for three to six years old, that are in line with the National Curriculum, universalising education programmes for five year olds and helping to integrate disabled children into the community. These private schools will be required to manage and use human resources in accordance with labour law and make sure that their facilities meet the standards of the Ministry of Education and Training. Bookstores provide friendly, free reading environment

Many bookstores in HCM City have become ideal places for students to read books without having to pay for books. At noon Nhan Van Bookshop in Go Vap District appears to be deserted, but, once inside, one can see a surprising amount of young people perusing the isles and flipping through pages. Nguyen Thi Huong, a student from HCM City Industrial University, said, after class she often comes to the bookstore to read. When she has enough time, she arrives when the store opens and does not leave until they close. Huong said the bookstore is only busy after 5pm, when many people come to shop. The rest of the day is quiet, making it ideal for reading. Also, unlike libraries, bookstores do not require any paperwork or fees, she added. "For students, paying hundreds of thousands of VND for books can really add up, and we can't afford to buy them all the time. It's great to be able to read the latest books without having to spend a lot of money. It is very good to read the latest books without having to pay any fees," Huong shared. Tran Dang Khoi, a student from Hermann Gmeiner Primary School in Go Vap District said, during vacation, besides helping parents to do housework, he spends around two hours a day to reading at the bookstore. Lang Co-World Beautiful Bay Festival to take place

The Lang Co-the World Beautiful Bay Festival will be held in Hue on June 16-17 within the framework of the 2012 National Tourism Year of Northcentral Coastal Region. The event aims to draw visitors to Bien Ngoc tourism area in Lang Co town, Phu Loc district to enjoy different activities, including a showcase of traditional products, local seafood and beer, cycle race, kite flying, tug of war and other folk games. The annual event, organized by the Thua Thien-Hue provincial Department of Culture, Sports and Tourism and the Phu Loc district People's Committee, is expected to advertise tourism potential and attract domestic and foreign investment. Muong Village notorious for tobacco addiction

An Nghia Commune, a mountainous region in Lac Son District, Hoa Binh Province, has become notorious for the great number of people addicted to pipe tobacco. Women smoking on market days The weather in this area is misty and cold year round, so people here say they smoke to keep warm. The habit began dozens of years ago when French colonialists forced local people to clear forests to cultivate tobacco and opium. Since then, the number of smokers has risen. Now, in this Muong village, almost every family has members addicted to tobacco. On market days at Re Market more tobacco is sold than other agricultural products. People smoke tobacco as a way of greeting, forming "tobacco culture". Warnings by medical professionals do not seem to make much impact. Xa Thi Huynh is a 71-year-old woman who has smoked tobacco for 60 years. She said her addiction began when she saw other family members smoking. In An Nghia Commune, there are hundreds of cases like Xa Thi Huynh, and the younger generation seems to be following the example of their parents and grandparents. 35th anniversary of UNESCO Vietnam marked

A ceremony took place in Hanoi on June 15 to mark the 35 th years since Vietnam 's National Commission for UNESCO (UNESCO Vietnam) was set up. Among the guests at the event were Vice President Nguyen Thi Doan, Deputy Prime Minister Nguyen Thien Nhan and Eric Falt, UNESCO's Assistant Director-General for External Relations and Public Information and head of UNESCO's National Commissions in Asia and the Pacific. On speaking at the ceremony, UNESCO Vietnam's General Secretary Pham Cao Phong said that after being established on June 15, 1977, UNESCO Vietnam became one of 198 UNESCO national commissions around the world. It helps to maintain international peace and security by encouraging cooperation between countries in culture, education and sciences. The Deputy Minister for Foreign Affairs Nguyen Thanh Son, Chairman of Vietnam's National Commission for UNESCO, stressed that UNESCO is important to people and is significant for the country's integration and socio-economic development. In the future, agencies, provinces and the public will continue to take part in the commission's action programmes to develop the country and make it prosper while upholding UNESCO's objectives, he said. Son said he hoped that UNESCO will increase its support for and coordination with Vietnamese UNESCO agencies. To mark the occasion, Vice President Nguyen Thi Doan presented the Independence Order, third class, to Vietnam 's National Commission for UNESCO. Later the same day, Deputy Prime Minister Nguyen Thien Nhan received Eric Falt. Nhan said that Vietnam hopes to continue receiving support from UNESCO, especially in education and the preservation and restoration of cultural heritages. He thanked UNESCO for its contributions to Vietnam and the effective programmes it has carried out in the country, including education for all; education for sustainable development; culture and development and for finalising the nations policies on protecting cultural and natural heritages. Mr Falt acknowledged UNESCO Vietnam's ceaseless efforts to maintain the country's distinctive cultural, educational and scientific values and for helping to enrich the world with its cultural heritage treasures. During his stay in Vietnam , Falt is scheduled to attend a ceremony to award a UNESCO World Cultural Heritage Certificate to Thanh Hoa province's Ho Dynasty Citadel as well as a meeting of UNESCO's National Committees in the Asia-Pacific region.
