Chinese military command in Sansha City declared worthless

The establishment of a military command in the so-called Sansha City and the election of its municipal people's council violates international law as well as Vietnam's sovereignty over the Truong Sa (Spratly) and Hoang Sa (Paracel) archipelagos. In response to China's Central Military Commission's decision to set up a military command in the so-called Sansha City and elect a municipal people's council, Ministry of Foreign Affairs spokesman Le Thanh Nghi said these worthless acts go against the common awareness of the two countries' leaders and the basic principles for settling East Sea issues between Vietnam and China. They also run contrary to the Declaration on the Conduct of Parties in the East Sea (DOC) signed by ASEAN and China in 2002, and make the situation in the East Sea more complicated, he said. FM spokesman Nghi said Vietnam strongly opposes these actions and asks China to respect Vietnam's sovereignty and stop these wrongful acts, for the sake of bilateral friendship and cooperation, as well as peace and stability in the East Sea. On the same day, the Vietnamese Ministry of Foreign Affairs sent a diplomatic note to its Chinese counterpart to protest the acts. Also on July 24, the Chairmen of the Danang and Khanh Hoa People's Committees issued statements expressing the authorities' and people's concern and discontent regarding the establishment of a military command in Sansha City and the election of a municipal people's council. They said China's wrongful actions cannot change the fact that the Hoang Sa and Truong Sa archipelagos are inseparable parts of Vietnam. Danang City and Khanh Hoa province strongly protest these actions and asked the Chinese side to stop violating Vietnamese and international laws, which hampers joint efforts to maintain peace and stability in the region and could damage the friendship between the two peoples, the statement said. Photo exhibition: Dong Loc mother and hometown

A photo exhibition named "Dong Loc, Mother and Hometown", was opened in the central province of Ha Tinh on July 22. The photos highlighted three topics: "Dong Loc, crossroad of the nation", "Portraits of heroic Vietnamese mothers" and "Ha Tinh". The show attracted the participation of Transport Minister, Dinh La Thang, along with a number of representatives from the agencies and departments of Ha Tinh Province. The event attracted nearly 100 pictures from photographers, such as Colonel Tran Hong and Minh Chien. The exhibition was part of the celebration of the 65th anniversary of the War-Invalids and Martyr Day (July 27th) and the 44th death anniversary of ten unmarried girls at the Dong Loc Intersection. Dong Loc T-Junction (Ngã Ba Đồng Lộc) was a strategic road at the beginning of the Ho Chi Minh Trail, which was extensively bombed by American forces during the Vietnam War. The T-junction is now mainly remembered for the memorial to ten young unmarried girls, aged 17–22, who were volunteers helping with logistics at the intersection. At noon on 24 July 1968, the 15th day of bombing, a shell fell close to the mouth of the tunnel where the girls were hiding, killing them all. The story of the ten girls has been made into a film. Standby land fund proposed for ministry headquarter relocation

Hanoi's Urban Planning Institute proposed a standby land fund for moving headquarters of ministries and agencies to suburban areas. Existing headquarter of the Ministry of Construction to be sold for building the new one The land fund, which would include areas along Nhat Tan-Noi Bai and West Lake-Ba Vi routes, would be used as a stop-gap measure in case the planned land allocation is not sufficient. The institute has already agreed to moving the headquarters of ministries and agencies to the central areas of the south of West Lake and National Exhibition Centre in Me Tri Commune, Tu Liem District. To date, nearly 10 ministries and agencies have made plans to move their headquarters or got approval for for their plans, including the ministries of transport, construction, agriculture and rural development and public security. At the behest of the Prime Minister, ministries and agencies will allowed to sell the assets or transfer land ownership rights of their old headquarters in the city centre to gain funding for building new headquarters. Water-skiing on Saigon River

Although costly, water-skiing on Saigon River has become a favourite pastime among a number of young people in HCM City. State Bank pledges to maintain lending interest rate cut

The lending interest rate of 15% per annum will be maintained for at least one year, said State Bank of Vietnam (SBV) Governor Nguyen Van Binh. SBV Governor Nguyen Van Binh Binh made the announcement at a meeting on July 20 between banks and enterprises on measures to boost their business and production activities. Despite his instruction, not all companies can be offered interest of below 15% per annum, the Governor added, noting that banks will only cut lending interest rates for companies that operate efficiently. He said that banks are seeking ways to help enterprises with capital difficulties, but not to go all out to save them. To ensure sustainable economic growth, both businesses and banks have to restructure. According to SBV statistics, most banks have slashed lending interest rates to 15% per annum as required by the Governor at a conference. Nguyen Mai Suong, director of the Hanoi branch of the SBV said, since July 15, banks in Hanoi have cut the lending interest rate to 15% for 30 - 50% for existing loans. Different registration fees applied on same pick-up auto line

Cities and provinces in Vietnam have imposed different registration fees for the same models of pick-up vehicles due to a disagreement over their use, according to the Vietnam Automobile Manufacturers' Association (VAMA). Different registration fees applied on same pick-up auto line Some localities consider vehicles including the Ford Ranger, Mitsubishi Triton and Toyota Hilux as passenger cars, while others classify them as commercial vehicles. Hanoi imposes registration fees of 2% for these models, while the rate ranges between 10% and 20% in HCM City and other provinces. For example, in Binh Duong Province it's 10%, Son La Province 12% and Danang City 15%. The fee can even vary in the same province or city. In Binh Duong Province, the fee is 2% in Bien Hoa City, while it is 10% in Nhon Trach District, VAMA said. On March 5 this year, the General Department of Taxation issued a circular on registration fees for pick-up cars, saying that a fee of 10-20% will be valid for pick-up autos and vans used to transport passengers which have from 4-10 seats. Manufacturers such as Toyota and Mitsubishi have asked the Ministry of Finance to apply a 2% fee for these models. According to VAMA, the Vietnam Register recognises these models as commercial vehicles on their import certificates. Therefore, it is violation of the ministry's regulations for cities and province to impose fees of 10-20% that are usually applied to passenger vehicles. This is not only affecting customers' rights, but also causing difficulties for auto businesses. The Saigon Times said that VAMA has sent documents to tax departments, the General Department of Taxation and the Ministry of Finance to explain the problem and clarify that the cars should be classed as commercial vehicles. VAMA has persuaded tax agencies in some localities, including Hanoi, Haiphong, Quang Ninh, Danang and Di An Town in Binh Duong to apply fees of 2% for these cars. However, many cities and provinces nationwide have maintained levels of 10-20%. Vietnam affirms sovereignty over Truong Sa, Hoang Sa

A representative from the Foreign Ministry's National Border Committee has said Vietnam has sufficient legal and historical evidence to affirm its sovereignty over Truong Sa (Spratly) and Hoang Sa (Paracel) archipelagos. The statement was given on July 18 in the context that on July 15, Taiwan's Liberty Times website reported that Taiwan is considering extending a runway an additional 500m on Ba Binh island in Vietnam's Truong Sa archipelago. The same day, the Taiwan Central News Agency (CNA) reported that Taiwan sent a delegation of young scholars of Cheng Gong University to visit the island. "Activities of parties in Truong Sa archipelago without Vietnam's permission violate Vietnam's sovereignty and international laws, especially the 1982 UN Convention on the Law of the Sea, go against the spirit of the Declaration on the Conduct of Parties in the East Sea (DOC) and cause tension in the East Sea," the representative stressed. The representative also asked Taiwan to stop similar activities and plans. Earlier, in an article dated July 11 on the Feng Huang website (Hong Kong), member of Taiwan Kuomingtang Party Central Committee Qiu Yi said the waters around Tai Ping island (which is called Ba Binh by Vietnam ) belong to Taiwan. The appeal by Annan and the Damascus attack however did little to ease tensions on the 15-member Security Council. While acknowledging the differences, the White House said the two leaders had agreed to "continue to work towards a solution." The British resolution, backed by the United States, France, Germany and Portugal, calls for non-military sanctions to be ordered against Assad if he does not withdraw heavy weapons from Syrian cities. "We will be voting tomorrow morning," said Britain's UN Ambassador Mark Lyall Grant. The western envoys said they had agreed to Annan's request for a delay but there had been no new talks as Russia had made no new proposal. "We cannot accept Chapter VII and the section about sanctions," Russia's Foreign Minister Sergei Lavrov said in Moscow on Wednesday. Russia and China, using their powers as permanent council members, have twice vetoed previous resolutions hinting at sanctions against Damascus. "We have very clearly said to our Russian and Chinese friends, we are ready to negotiate," said France's UN Ambassador Gerard Araud. "The framework is well-defined. It is a Chapter VII resolution with a threat of sanctions. We consider the situation is serious enough in Damascus and in Syria that we move towards this goal," he told reporters. "We want to give diplomacy a chance but there has to be meaningful engagement on the side of Russia and China with our resolution," Germany's UN envoy Peter Wittig told reporters. "We just don't want business as usual. We want a strong signal with that resolution and the events in Damascus today of course dramatically highlight the need for the council to act at long last," Wittig added. "Syria is sliding into chaos," said the German envoy. The mandate of the UN Supervision Mission in Syria (UNSMIS) ends on Friday and without a resolution, the UN may have to hurriedly withdraw the nearly 300 unarmed observers now in Damascus. Vietnamese artists are becoming busier than ever thanks to a boom in TV films, game shows and reality shows. Young artists now seem to believe that if they feature in as many films, game shows, and reality shows as possible, then they will become more and more famous. Film and TV game show producers often invite young models, singers, and actors to join in their shows to attract more TV viewers. These young artists want to become household names, so they accept the invitations. That's the vicious circle both producers and young artists are running in. Consequently, many young artists become well-known not because of their voice or their roles in a film, but due to the fact that they appear on TV so often, and audiences become familiar with their faces. Due to their busy timetables, they are unable to put enough time into studying their characters, and may work on several different films in the same day. As a result, their work is below par and domestic viewers are losing faith in the Vietnamese film industry. One director said, "The salaries for actors and actresses aren't very high, so we have to accept that they will work on other film projects and TV shows at the same time. We just hope that they read the scripts before they start." An actor's career should be remembered by the characters they play, which can be timeless. Hanoi proposes removal of apartment service price cap

The Hanoi People's Committee has asked the Ministry of Construction to issue a price list for apartment service fees to replace the existing regulation on the service price cap. Last year, hundreds of residents at Hanoi Keangnam Landmark Tower, Vietnam's highest building, demonstrated against new service fees imposed by the management board, which they refused to pay, and were subsequently banned from using the lifts. The development's management board has enforced a service fee of VND18,843 per square metre per month, but the residents claim they were only required to pay VND4,000 per square metre, according to regulations set by the city's People's Committee. State-owned groups trim staff salaries

Many state-owned corporations and groups have cut their staff salaries by 5-30% to meet their commitments to the Ministry of Finance and save operational costs this year. Representatives from Electricity of Vietnam (EVN) and the Vietnam National Coal and Mineral Industries Group (Vinacomin) reported they had been slashing salaries over the past few months. An official from the Hanoi Power Corporation said their staff's salaries were safe for the time being, but an allowance for some positions had been adjusted. The situation at EVN has partially been caused by affiliate EVN Telecom, that has failed to attract subscribers after starting operations more than seven years ago. EVN Telecom is now in debt to many of its partners, including Viettel and the Vietnam Post and Telecommunications Group (VNPT). "My salary was over VND8 million (USD380.9) per month, but now it has been cut to less than VND6 million (USD285.7). My wife and I have a combined salary of only VND10 million (USD476), so we're struggling with day to day expenses," said an EVN staff member. An EVN official said that the group targets to save VND1.8 trillion (USD85.7 million) in its business and production costs this year, including VND160 billion (USD7.6 million) in salary cuts. The firm targets to save 1% of electricity used for people's daily activities, equal to VND1.3 trillion (USD61.9 million). He, however, declined to comment on the pay cuts. At the Vietnam Oil and Gas Group (PetroVietnam) where the staff salaries are much higher than many other firms, cuts have also been made over the past few months. PetroVietnam Chairman Phung Dinh Thuc confirmed the salary reduction of 5-10% to save costs. However, to retain senior staff, PetroVietnam are still rewarding those it deems to be deserving. Leaders should cut their own salay Economist Pham Chi Lan said it is wrong for the companies to cut staff salaries to save costs. Meanwhile, a Government instruction also clearly stipulates that they are not allowed to do so. "In Vietnam, managers always receive the highest bonuses, but when firms face problems, their salaries aren't cut," she noted. Saving costs is mainly aimed at improving management systems to mitigate waste. The wage cut seems to be widespread, while companies ignore other factors that can also be attributed to high operational costs. She emphasised that corporations and groups needed to calculate what percentage of their operational costs could be attributed to salaries and productivity. She cited several experts as saying that for the same electricity output, Vietnam has to use more labourers than other countries, which shows the country's human resource waste, one cause of EVN's high operational costs. Salary cuts are necessary, but they should start with the management. "The Ministry of Finance has to tighten control of salary cuts to ensure efficiency," Lan said. Building slump bad news for construction materials companies

And even with lower interest rates, only some big corporations are able to get loans and others only loans with high interest. According to Vietnam Steel Association, a 20% reduction in inventory is needed to get back to normal levels. The cement industry also has three million tonnes of inventory. Dinh Quang Huy, Chairman of Vietnam Building Ceramic Association, said that enterprises have only been able to sell 70-75% of their products. Nguyen Tuan Duong, Vice Chairman of Hoa Phat Corporation, said in order to deal with the current situation the company will operate at 70% of its capacity in hopes of lowering inventory in the next 3-6 months. "This year prices will likely either stay where they are or rise slightly, but demand is not expected to increase," Aside from reducing their production, Viet Duc Steel Company will ask customers for immediate payment, or extend credit for only short periods. Vietnam’s interest rates go their own way

However, the ratio has reached 8-10 percent in recent months. As a result, banks are enjoying huge profits, but depositors and businesses are facing many disadvantages. Mr Phu claims that nowhere else in the world has such an interest rate policy, especially in the context of the economic downturn, rising inventories, weak purchasing power and people's poor living conditions. Hopes high as AIDS conference returns to US

A cure for AIDS remains a distant prospect but a host of drug treatments and other advances have fueled fresh hope that new human immunodeficiency virus infections may some day be halted for good. Strategies for ending the 30-year AIDS epidemic through advances in treatment, testing and prevention are high on the agenda of a major meeting of experts in HIV/AIDS when it returns to the United States next week after two decades. "What we know is absolutely possible is that we can end the pandemic even without having a cure," said Anthony Fauci, a leading AIDS expert and director of the National Institute of Allergy and Infectious Diseases. Held every two years, the International AIDS Conference has convened elsewhere around the world but not in the US since 1990, due to a travel ban on HIV-positive individuals. The ban was overturned by US lawmakers under president George W. Bush in 2008 and signed into law by President Barack Obama in 2009. The conference's return to the United States was expected to draw a star-studded crowd of 25,000 -- more than the usual 20,000 -- including celebrities, politicians, AIDS activists and scientists, organizers said. Among the key speakers are singer Elton John, former US president Bill Clinton and philanthropist Bill Gates. Democracy icon Aung San Suu Kyi of Myanmar will address the conference by videolink. On July 19, French Nobel laureate Francoise Barre-Sinoussi, the co-discoverer of HIV, will announce the release of a new global strategy toward a cure that aims to tackle the reservoirs where HIV holes up after it has been attacked by antiretroviral drugs. "The strategy aims to build a global consensus on the state of research in the HIV reservoirs field and define a roadmap of scientific priorities that must be addressed by future research to tackle HIV persistence in patients on antiretroviral therapy," said a statement by the International AIDS Society. Another key point is the use of antiretroviral drugs as both treatment and prevention, building on a series of studies that have shown promise in giving the drugs to infected people early and even prescribing them to uninfected partners at risk. "We see this as probably being a central conversation at the conference -- the appropriate initiation for treatment and also how to best take advantage of antiretrovirals for prevention more broadly speaking," said the World Health Organization's HIV/AIDS chief Gottfried Hirnschall. The WHO will be releasing new guidelines for using HIV drugs as prevention, a strategy known as pre-exposure prophylaxis that has shown some success but also some failures in recent studies. Funding gaps remain a big concern among experts, with the United Nations funding target set for $22-24 billion globally and the available cash for responding to HIV at just $15 billion in 2010. Experts will also appeal for a jumpstart to current prevention strategies, which Fauci says have to accelerate in order to end the pandemic that has killed some 25 million people to date. "If the current slow rate of decline in infections globally -- on average just 1.5 percent per year over the past decade -- were to continue indefinitely, controlling HIV/AIDS would remain a distant goal," he wrote in Health Affairs magazine in July. Fauci and co-author Gregory Folkers, his chief of staff, called for optimal use of the prevention "toolkit" that researchers now have at hand. In addition to antiretrovirals for treatment and prevention, those tools include microbicides that show some effectiveness against HIV when applied to the vagina or rectum, showing up to 54 percent fewer infections in women who used them at least 80 percent of the time. Voluntary male circumcision has shown some success in Africa toward reducing HIV infection rates by 50 to 60 percent in heterosexuals compared to uncircumcised males. ASEAN regrets AMM-45’s joint statement failure

Together with other ASEAN countries, the Vietnamese delegation regrets that the 45th ASEAN Foreign Ministers' Meeting (AMM-45) in Cambodia failed to issue its joint statement. Deputy Foreign Minister Pham Quang Vinh was speaking on July 13 in response to Vietnamese reporters' question on the failure to issue the conference's joint statement. The statement is expected to reflect the process of discussion and positive outcomes reached in meetings of ASEAN and between ASEAN and its partners, according to Vinh. During the discussion of the joint statement, ASEAN countries, particularly the ASEAN Foreign Ministers, exerted efforts to find out the most suitable formulas to reflect the common interest of the member nations, and had many chances to reach a consensus and unanimity, Vinh said. However, the deputy FM said, it is regrettable that the above-said positive, constructive efforts of the ASEAN Foreign Ministers and opportunities to reach a consensus were missed. Millions of pre-paid subscribers face risk of information re-registration

Millions of pre-paid mobile phone subscribers belonging to the Viettel, MobiFone and VinaPhone networks in HCM City may have to re-register their personal information. The Ministry of Information and Communications has transferred the personal information of five million pre-paid subscribers to the Ho Chi Minh City Police who will be checking to see if the information submitted is correct. Those who are found to have supplied incorrect information will be required to re-register. The work will be carried out by the police over three months. Checks have already been carried on pre-paid subscribers of Viettel, MobiFone and VinaPhone in Hanoi and Danang which found that around 1.3 million or 25% of all those checked had provided inaccurate personal information. A representative from a large mobile phone operator said that getting subscribers in Hanoi and Danang to re-register had been difficult. Despite being urged many times and even threatened with disconnection, they still ignored the requests. As a result, many of them are ready to stop using the service. Last September, Vice Chairman of the municipal People's Committee Le Manh Ha instructed mobile operators to use technical measures to control their pre-paid subscribers' information. The Ministry of Information and Communications started checking subscribers' personal information in 2010, but the work has been carried out very slowly. Major-general Nguyen Cong Son, Deputy Head of Vietnam's General Police Department for Administrative Management for Social Order and Safety, said that criminals use pre-paid SIMs for illegal activities such as harassment and stealing telecommunication charges. The ministry will tighten control over personal information of subscribers by introducing identification cards issued by the Hanoi Police, before expanding the scheme to Danang and HCM City. Researchers pave the way to 50-petabyte storage devices

German scientists at the Karlsruhe Institute of Technology (KIT) have achieved a new technological feat in the never-ending quest for more and more storage capacity. In a few words they were able to store a single bit of information in a single molecule thus paving the way to storage devices with capacities of 50 petabytes and more. As a comparison modern storage devices such as hard drives and SSDs need around 3 million atoms to store a single bit. Hard Drive Simply put the new technology works by embedding a magnetized iron atom into a molecule made up of 51 atoms and then taking advantage of so-called memristive and spintronic properties. By applying a current, the German scientists flipped the atom's magnetic charge, altering the resistance of the molecule as well – which they subsequently measured, storing a bit. The technology, as easily imagined, is in an early stage so don't expect any storage devices based on it any time soon. Construction Ministry moves to save low-income housing projects

The Ministry of Construction has asked the Bank for Investment and Development of Vietnam (BIDV) to appraise and provide capital for seven low-income housing projects. The projects include project N05 at Dang Xa, Gia Lam District in Hanoi, invested by Viglacera with a total capital of VND874.7 billion (USD41.6 million), and Hanh Phuc Apartment project in Binh Chanh District, HCM City invested by Construction Corporation No. 1. The others are a project in Vinh Yen City, Vinh Phuc Province, invested by Vietnam Construction and Import-export JS Corporation (VND244.7 billion); An Trung 2 residential area in Son Tra District, Danang City, jointly invested by Civil Engineering and Investment JS Company 579 and Duc Manh JS Company (VND187 billion), and a project in Long My District, Hau Giang Province (VND53 billion) by H&B Company. Among these projects, two have been delayed due to capital shortages. The ministry has urged the project investors to apply for loans directly from branches of BIDV. Recently, the ministry and BIDV inked an agreement to provide VND2 trillion (USD952.3 million) for around 15-20 housing projects aimed at low-income earners and workers over the next two years. ASEAN+1 meetings with 10 partners

The ASEAN+1 Foreign Ministers Meetings with 10 ASEAN partners took place in Phnom Penh on July 11. FM Pham Binh Minh co-chairs the ASEAN-China meeting Vietnamese FM Pham Binh Minh attended all meetings and co-chaired the ASEAN-China meeting as coordinator of the bilateral relations. At the ASEAN-Australia Foreign Ministers Meeting, both sides underscored the necessity to effectively implement the second phase of the ASEAN-Australia Development Cooperation Programme (2008-2015) and the ASEAN-Australia-New Zealand Free Trade Agreement (AANZFTA). The ministers reached consensus on further promoting bilateral cooperation on trade and investment, small- and medium-sized enterprises, disaster management, environment, climate change and the Mekong sub-region development. They hailed the establishment of the ASEAN-Australia Joint Cooperation Committee in 2011, and proposed to uphold the important role of the committee in bolstering and assisting both sides' cooperation. At the ASEAN-Japan Foreign Ministers Meeting, the ministers pledged to continue effectively implementing the ASEAN-Japan Action Plan for the 2011-2015 period, and agreed to accelerate the negotiations of the ASEAN-Japan Agreement on Trade in Services and Investment. They highlighted Japan's assistance to ASEAN in building the latter's community, implementing the connectivity as well as Japan's commitments and initiative to beef up cooperation with ASEAN in coping with natural disasters, the Mekong region development cooperation and the East-West Economic Corridor. At the ASEAN-China Foreign Ministers Meeting, the FMs were unanimous to effectively implement the action programme for the 2011-2015 period to implement the joint Declaration on the ASEAN-China Strategic Partnership for Peace and Prosperity. China voiced its support for the implementation of the master plan on ASEAN connectivity. The two sides affirmed their commitment to fully implement the Declaration on the Conduct of Parties in the East Sea (DOC). Both sides agreed to promote cooperation in coping with emerging challenges such as climate change, disasters, energy security, and maritime security and safety. At the ASEAN-New Zealand Foreign Ministers Meeting, the ministers reviewed the implementation of the ASEAN-New Zealand action plan for the 2010-2015 period. They agreed to accelerate the effective implementation of the ASEAN-Australia- New Zealand Free Trade Agreement, and foster education cooperation, exchange of students and people and disaster management. At the ASEAN-Canada Foreign Ministers Meeting, the ministers applauded the implementation of initiatives and activities to mark 35 years of the ASEAN-Canada dialogue relation in 2012, and agreed to push up the implementation of the 2010-2015 ASEAN-Canada Plan of Action and foster cooperation in trade, investment, agriculture, energy and food security, disaster management, terrorism and trans-national criminal. At the ASEAN-India Foreign Ministers Meeting, the ministers were unanimous on speeding up the implementation of the Plan of Action and the Declaration on ASEAN-India Partnership for the 2010-2015 period, fostering negotiations on the bilateral investment, services and trade agreement, strengthening ASEAN-India linkage and cooperation in agriculture, transportation, tourism, information technology and biology. The two sides appreciated the activities to mark the 20th anniversary of the ASEAN-India dialogue relation establishment. At the ASEAN-Russia Foreign Ministers Meeting, the FMs agreed to continue implementing effectively the Comprehensive Programme of Action for 2005-2015, suggested to consider the possibility of establishing ASEAN-Russia Business Council as well as the bilateral Free Trade Area to strengthen trade and investment cooperation. The countries also agreed to keep cooperating in energy, scientific technology, terrorism prevention, trans-national criminal and disaster management. At the ASEAN-the Republic of Korea (RoK) Foreign Ministers Meeting, the ministers were unanimous to boost the effective implementation of the 201-2015 Action Plan, implement the Joint Declaration on Strategic Partnership for Peace and Prosperity, and applauded the establishment of the Permanent Delegation at ASEAN by the RoK. They agreed to strengthen cooperation in trade, investment, forestry, culture, education and disaster management as well as cooperation between the Mekong-RoK cooperation in the time to come. At the ASEAN-US Foreign Ministers Meeting, the FMs said these countries should implement effectively the 2011-2015 ASEAN-US Action Plan, boost the realisation of this year's works of the ASEAN-US Framework Agreement on Trade and Investment. The two sides highly valued the ASEAN-US Business Forum held by the US , and pledged to speed up cooperation in maritime security, education, climate change adaptation and cooperation between countries in the Mekong region and the US . At the ASEAN– European Union (EU) Foreign Ministers Meeting, the participants hailed the EU's signing of the Treaty of Amity and Cooperation in the Southeast Asia . They also vowed to speed up the effective implementation of the list of actions for the 2011-2013 period within the framework of the Action Plan to implement the Declaration on the ASEAN– EU Enhanced Partnership and agreed to promptly build a list of actions to carry out the Action Plan for the 2013-2017 period, which was adopted at the ASEAN-EU Foreign Ministers Meeting in Brunei in April. During the meetings, many ministers expressed their concern over the recent development in the East Sea that affected peace, stability and maritime security and safety in the region. Thuc said that the Chinese side had done nothing except offer a tender invitation and PetroVietnam was currently working with partners from Russia, the US and India on exploration work, noting that PetroVietnam would also work with concerned agencies to deal with the problem. He disclosed that PetroVietnam had invested around VND5 trillion (USD238 million) in non-core areas. The group had submitted its restructuring plan for the 2012-2015 period to the Prime Minster for consideration. However, PetroVietnam is seeking government approval to maintain 20% of its capital in the Petrovietnam Finance Joint Stock Corporation (PVF) and an 18% stake in PetroVietnam Insurance Joint Stock Corporation (PVI). Thuc explained that PVF helped arrange capital for the group, while PVI helped the group with insurance during oil exploitation activities. He, however, said that if the government turned down the proposal, the group deinvest 100% of its non-core investments. Ministry pioneers bizarre exam recording experiment

The Minister of Education and Training has given the go-ahead for a controversial new policy that will allow pupils to bring in cameras and video-capable electronic devices into exam rooms in a bid to stamp out exam fraud. It also called for a recheck of high school graduation exam results in provinces with noticeably high pass rates. Minister of Education and Training Pham Vu Luan Pham Vu Luan, the Minister of Education and Training confirmed the decision at an online forum on preventing exam cheating on July 8. He also said the exams should not be abolished but reformed. "The exams are intended to judge a pupil's academic ability and push them to be more responsible for family and society. We should reform it, so it's less stressful and not so costly for students." he said. In a completely bizarre move, the ministry has decided to allow students to bring video and photographic recording devices into examination rooms, a decision Luan claimed would help prevent exam cheating. A video clip revealing blatant cheating at Doi Ngo High School in Bac Giang Province in which the exam invigilator provided the answers to pupils has received a mixed reaction, as the mobile phone used to record the cheating should not have been allowed in the examination. Luan said the new rule would let students bring in recording equipment that couldn't display information or transmit it outside. The rule aimed to encourage students to expose corrupt practices inside examination rooms. "We discussed and concluded that only allowing one or two types of devices in would only be inconvenient for students because there are many kinds of electronic gadgets available. We might encounter trouble in management activities but it will be a huge step to prevent wrongdoings during exams." Luan said. Answering the question about pressures on invigilators, Luan said, "The exam invigilators will have to do their job properly as their actions can be recorded at any time. Seven-up Federer shatters Murray\'s Wimbledon dream

Roger Federer won a record-equalling seventh Wimbledon title and 17th Grand Slam crown Sunday, shattering tearful Andy Murray's dream of ending Britain's 76-year wait for an All England Club men's champion. The Swiss great, who has also regained the world number one ranking, is just the third man over 30 to win Wimbledon following Rod Laver in 1969 and Arthur Ashe in 1975. Murray, 25, bidding to be the first British man since Fred Perry in 1936 to win Wimbledon, has now lost all four Grand Slam finals in which he has appeared. "It equals me with Pete Sampras, who's my hero, so it feels amazing," said Federer, whose last Wimbledon title was in 2009 and was without a major since the 2010 Australian Open. "It feels great being back here as the winner. I think I played some of my best tennis in the last couple of matches. I couldn't be more happy." Federer, who dominated the final after the Centre Court roof was shut early in the third set, admitted he had felt the sense of occasion with Murray chasing down history. "Today was unique because of playing Andy. Obviously, being able to play or finish a match under the roof, I don't think that's ever been done before here for a final. I know the occasion and how big it was for Andy and myself." Murray, the first British man to reach a Wimbledon final since Bunny Austin in 1938, broke down in tears at the closing ceremony, delivering his speech but faltering on numerous occasions. "I'm getting closer," said an emotional Murray, who had to gather himself before continuing. "I'm going to try this but it won't be easy. Firstly I'd like to congratulate Roger. I was asked the other day if this is my best chance? Roger's 30. He's not bad for a 30-year-old." In the opening exchanges of this eagerly-anticipated final, Murray was the stronger player, making the most of his five-year advantage as Federer looked fatigued and ragged. However, once the £80 million roof was shut the momentum shifted and Federer stormed into the ascendancy. With the Duchess of Cambridge, sister Pippa Middleton, Australian great Rod Laver, British Prime Minister David Cameron and even the Beckhams looking on from the Royal Box, it was the Briton who started the stronger. Murray, defeated by Federer in the 2008 US Open and 2010 Australian Open finals without winning a set, broke in the first game when an uncharacteristic nervy Swiss ballooned a drive volley and that break was backed up by a hold. Federer held and retrieved the break before Murray survived two break points in the eighth game. He broke to lead 5-4 as Federer netted a forehand having had to take evasive action to avoid a Murray forehand missile. The Scot then wrapped up the opener -- it was the first set Murray had won in his three Grand Slam finals, with Federer's 16 unforced errors to his opponent's five proving key. Murray saved a break point in the second game of the second set while Federer, the first 30-year-old in the final since Jimmy Connors in 1984, saved two in the fifth. The two men served a pair of love games as Federer led 4-3 while Murray wasted two break points in the ninth game as the six-time champion clung on for a 5-4 advantage. The Briton again served a love game for 5-5. But Federer held and suddenly carved out a set point with a magical drop volley in the 12th game which caused Murray to push a lob long. Another immaculate drop volley off his toes gave him the set 7-5. At 1-1 and 40-0 for Federer in the third, heavy rain drove the players off court for 40 minutes and the roof was closed. In a dramatic sixth game, which lasted 20 minutes and went to 10 deuces, Murray took three tumbles to the ground, surrendered a 40-0 lead and Federer broke on a sixth break point for a 4-2 lead. A ninth ace of the contest gave Federer the set 6-3 and a two sets to one lead. Suddenly, the life and vibrancy seeped out of Murray. He felt his lower back, Victoria Beckham looked even more sombre, and the Scot slipped 3-2 down off a killer, crosscourt backhand drive. Just two years ago Serena should have been on top of the world after winning Wimbledon for the fourth time, but instead the American was at her lowest ebb after a series of freak health problems left her battling for her life. The trouble started when she needed 18 stitches and then surgery after stepping on broken glass in a Munich restaurant. Worse was to come as she suffered life-threatening blood clots on her lungs and, as she lay on a couch with tubes poking from her body to aid her recovery, Serena was convinced her career at the top was over. But, showing the ferocious will-power that marked her rise to prominence, Williams gradually battled back to full health and capped a remarkable revival on Saturday with a 6-1, 5-7, 6-2 victory over Poland's Agnieszka Radwanska in the Wimbledon final. "Every title is special, but this one is definitely super-special because it's a huge comeback for me," she said after her first Grand Slam triumph since the illness. "There was a moment I just remember I was on the couch and I didn't leave it for two days. I was praying, like I can't take any more. I've endured enough. "I was just so tired at that point. I had a tube in my stomach and it was draining constantly. "Gosh, I mean, right before that I had the blood clot. I had lung problems, then I had two foot surgeries. I felt like I didn't do anything to bring on that. It was the lowest of lows. "But I didn't give up. I came back and winning is amazing because last year I was ranked almost 200. It's been an unbelievable journey for me." Serena's 14th Grand Slam crown underlined her credentials as the sport's pre-eminent force and, at an age when many players are entering the twilight of their career, the 30-year-old has no intention of resting on her laurels. "It's Wimbledon, I've wanted to win here so bad," she said. "Oh, my gosh, I still can't believe I was able to come through and win my seven matches. "It hasn't sunk in. That's the difference to the wins I had in the past. Usually it sinks in fast. "It's the beginning of a great phase. I feel amazing out there. This whole tournament I felt really great physically. So I think it's definitely the beginning of something great. "There's the US Open, the Australian Open, the French Open, Wimbledon 2013..." Serena has now equalled sister Venus's tally of five Wimbledon titles and the next All England Club legend in her sights is Bille Jean King, who won the tournament six times, with the chance to catch German great Steffi Graf on seven titles another motivation. "I don't see why not. I have never felt better. This whole tournament I have pretty much been injury free," Williams added. If Serena continues serving with the kind of sustained accuracy and power she showed at Wimbledon -- the world number four eventually finished with 102 aces after hitting 17 against Radwanska -- her dream of dominating women's tennis again could well come true. "My serve really helped me throughout this tournament. I can't describe why it was so good or how it was so good. It's not like I practice it that much. I just had the rhythm," she said. And if she ever has cause to doubt herself during a match, there is no question what memory will spur her on to greater heights. "I didn't just stay there when I was down. I got up," she said.
