MoET focuses on developing private kindergartens

The Ministry of Education and Training issued a circular giving incentives to private kindergartens. According to the circular, the Government will rent premises out to private kindergartens. Along with preferential tax rates and credits, these schools will receive financial assistance to construct or renovate facilities from local authorities. The Government will come up with a budget partially based on teachers' salaries and raises. Teachers will also be given the option of buying social, unemployment and medical insurance, like their counterparts at public schools. Teacher obligations will also be standartised. They will be responsible for designing lesson plans, for three to six years old, that are in line with the National Curriculum, universalising education programmes for five year olds and helping to integrate disabled children into the community. These private schools will be required to manage and use human resources in accordance with labour law and make sure that their facilities meet the standards of the Ministry of Education and Training. Other elements of the circular include specific requirements for class sizes, security and facilities. The circular imposes a strict ban on substandard and unlicensed kindergartens. Vietnam tours
